Country-specific configurations in Avalara for Belgium

Configuration of Avalara and Zuora for Belgium-specific e-invoicing using PEPPOL and UBL to meet B2G and B2B mandate requirements.

Belgium is part of the PEPPOL network. Zuora's Avalara pre-integrated support for Belgium uses the PEPPOL process mapping with UBL as the outbound format, and supports document downloads in XML, PDF, and UBL_XML formats.

If your business sells products or services in Belgium, you can configure e-invoicing in Avalara and Zuora to generate Belgium-compliant electronic invoices. For Belgium, Peppol BIS Billing 3.0 (UBL XML) is the default required format, and invoices must comply with the EN 16931 European standard.

Belgium-specific mandate coverage includes B2G e-invoicing, which has been mandatory since 2019 for qualifying federal public contracts, and B2B e-invoicing, which is mandatory from January 1, 2026 for domestic transactions between VAT-registered businesses established in Belgium. B2C is not currently mandated.

In Belgium, the e-invoicing model is based on the PEPPOL Network (4-corner model), where invoices are exchanged through service providers such as Avalara. For B2G scenarios, Avalara routes documents to the Mercurius platform.
